Geopolitical Conflict and Employment: Indonesian Manpower Minister Warns of Israel-Iran Impact

Indonesia’s Minister of Manpower, Yassierli, has raised concerns over the potential impact of the Israel-Iran conflict on the country’s labor sector. He emphasized the importance of anticipating the unpredictable nature of global geopolitics, particularly following the involvement of U.S. military forces. The situation is seen as a potential threat to Indonesia’s export sector, which could indirectly trigger instability in the domestic job market.

As a preventive measure, the Ministry of Manpower has reinforced protection schemes through the Job Loss Insurance (JKP) program. Set to be fully implemented in early 2025, the program includes cash assistance, skills training, and job-seeking support. Cross-agency coordination—with regional manpower offices and other ministries—is also being strengthened to ensure a comprehensive national response.

Regarding layoff data, the government is currently verifying an estimated 30,000 cases of employment termination that occurred between late May and early June 2025. Detailed breakdowns by region and sector are still being validated. The government is also monitoring the formation of a Layoff Task Force and the Labor Council as part of its effort to ensure targeted protection measures.

New Regulation: Age Limits in Recruitment Officially Abolished

The Ministry of Manpower now prohibits companies from imposing age limits in recruitment processes. This policy is stated in Circular Letter No. M/6/HK.04/V/2025 on the Prohibition of Discrimination in Employment Recruitment.

Minister Yassierli stated that this change aims to promote equal and inclusive employment opportunities for job seekers of all age groups. Exceptions may be made for roles with specific technical or physical requirements—such as pilots—where age restrictions may still apply based on reasonable and proportionate justifications.

While this regulation has been widely supported by labor groups and employment observers, some employers have expressed concerns over potential inefficiencies in the recruitment process. Nevertheless, the Ministry continues to advocate for the policy as a step toward a more inclusive and non-discriminatory workplace.

The Indonesian government has officially implemented a Work From Anywhere (WFA) policy for civil servants (ASN), following the enactment of PermenPAN-RB No. 4 of 2025, effective as of April 21, 2025. This regulation allows ASN employees to work from home, other approved offices, or remote locations, provided their job can be performed using technology, requires minimal face-to-face interaction, and does not demand constant supervision.

The WFA option is limited to a maximum of two working days per week and applies only to eligible employees—excluding new hires and those undergoing disciplinary processes. While the system offers greater flexibility, agencies remain accountable for maintaining service quality, performance standards, and professionalism.
